Largely the former. As Chief of Staff, his work only takes him around this hospital every so often. However, I have had the opportunity to speak to him a few times.
I may be grasping at straws, but... could he be the man Viveca and Degar had mentioned? I haven't got any proof-- merely a gut feeling.
